About the Haqdarshak Partner Platform
- The Haqdarshak platform is a discovery mechanism of welfare schemes
- It enables a trained community entrepreneur to create citizen profiles and thereby discover government and private welfare schemes
- You can use the Haqdarshak platform to get yourself trained or your network trained as Haqdarshaks and start working with communities
- Registering as a partner will give you access to the following:
- Training your network as Haqdarshaks - we have self-learning online training modules
- Generating Haqdarshak IDs for the trained field workers
- Downloading the Haqdarshak app
- Monitoring and tracking dashboard to track citizen screenings, applications and benefit received
- Online payment for monthly subscription fee
- Access to detailed government and private welfare scheme database and scheme videos
- Technical support and helpline support
- You can request for coordinator support by paying the cost for such resources. HESPL will allocate a dedicated coordinator who will handhold the Haqdarshaks, support them in operations and strategise for maximum reach
Typically, HESPL partners with CSR departments, NGOs, Trusts, and other organisations which aim to work towards the welfare of the marginalized and most disadvantaged communities as well as village community members, women members of SHGs, labour forces which includes factory workers, manual labourers, construction workers, urban poor living in slums.
The model differs depending upon the kind of intervention the partner organisation is interested in working on as well as the target audience. For example, if the CSR department is interested in working on women empowerment, HESPL’s livelihood model trains women associated with self-help groups (SHG), or if the partner wants to see a community-focused impact, we implement the direct implementation model. Below are the details about our models:
With the access to our platform, the livelihood model is implemented as follows:
- The trained Haqdarshaks will go door-to-door and screen citizens and help them apply for schemes.
- The Haqdarshaks will charge a screening fee (Rs0-Rs40) and an application fee, as per the scheme token cost—prescribed by the app—to the citizens. This becomes the revenue of the Haqdarshaks, and HESPL as a company does not have any revenue share in it.
- On an average a Haqdarshak entrepreneur earns Rs3,000-3,500 per month, for 70-75 hours of work per month.
- Coordinators will provide support to the Haqdarshaks.
- The per month subscription fee will be paid by the Haqdarshak at the beginning of the second month. Deepalaya has the option to cover the first 6 months of this fee on behalf of the Haqdarshaks, to provide an initial boost.
- HESPL will also provide tech and helpline support through the state and central teams. The detailed scope of work for the helpline and tech support will be:
- Tech troubleshooting
- Monitoring and evaluation
- Quality checks
- Customer support

A. Village Impact Model
In the impact model, Haqdarshak works towards direct impact in communities in specific geographies. We work with local communities to identify Haqdarshaks who we train, and pay a fixed stipend per month. Here are the major features of the model:
- A geography is selected according to the preference of the partner organisation
- We will employ Haqdarshaks—preferably from the community and ensure all the families in the village are screened, and one benefit is delivered per family
- These Haqdarshaks will charge the application fee to citizens and not the screening fee
- Haqdarshaks will receive a monthly stipend, so they will have to deposit the application revenue collected to HESPL
- Coordinators will provide support to Haqdarshaks
- The partner will be charged a cost per family and training cost, which will cover HESPL’s outgo
- While the paid Haqdarshaks will be employed on a contractual basis for 6-12 months, post that they could continue as Haqdarshaks in HESPL’s traditional subscription model
B. Direct intervention for corporate labour forces/construction workers
In this model, HESPL partners with corporates in the manufacturing or construction sector, as these have a large captive labour force. The intent is to work directly with this workforce and help them apply for schemes or documents. Below are the main implementation features:
- HESPL charges the partner (company in this case) a fixed amount per worker. This amount typically covers the screening cost, and the cost to apply for any two schemes/documents pre-decided by both the parties
- HESPL also decides the timeline during which a fixed number of workers have to be covered
- Then HESPL deploys resources at the factory or construction site to implement this
- With this model, workers and labourers, a chunk of who are migrants get access to basic documentation and schemes, which enable them to open bank accounts, take loans, and get access to the formal financial system
